CAP-DEC1 Wget/TLS Update Notice

FEMA IPAWS TLS 1.2/OpenSSL Connection Update – Action Required

Beginning on March 19, 2025, updates to enforcement of security requirements for the FEMA IPAWS may require CAP-DEC1 units to use an updated version of a 3rd-Party dependency – the GNU Wget windows binary – to successfully retrieve CAP messages from the alert feed server. The version of Wget previously included on CAP-DEC1 units does not support the TLS 1.2 encryption necessary to successfully retrieve alerts from the internet.

To resolve this issue, users must download the updated wget.exe and replace the existing file on the unit.

Instructions for Updating Wget

  • Download the updated Wget executable file here or from this page.
  • Copy the file to a USB thumbdrive (alternatively, users may use remote access software, such as TeamViewer, to transfer and replace the Wget file as described below).
  • Insert the thumbdrive into an available USB slot on your CAP-DEC1 unit.
  • Close the CAP-DEC1 software application on your unit.
  • Place the new Wget executable in the system path:
    • Navigate to C:\Windows\ on your CAP-DEC1 using File Explorer.
    • Copy the new wget.exe into C:\Windows\, granting UAC privileges and replacing the existing file with the newer version when prompted.
  • Restart the CAP-DEC1 software application using the desktop shortcut, startup menu shortcut, or by rebooting the unit.
